A ceremony of laying the foundation of the first seven-storied residential building, to be constructed in the Hovsan Residential Complex - the second project of the State Agency for Housing Construction (SAHC) under the President of the Republic of Azerbaijan - took place, December 24.
President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva attended the ceremony.
Information was given about the current condition of the construction works in the Yasamal Housing Complex, the first project of SAHC. It was informed that construction works in the Yasamal Housing Complex, of which ceremony of laying the foundation took place with participation of President Ilham Aliyev and First Lady Mehriban Aliyeva, is going on at a rapid pace. Construction of each of the 29 apartment buildings in this residential complex, which will provide 1843 families with apartments, as well as works on providing the area with various engineering and communication systems are carried out simultaneously. Construction and assembling works on 12 residential buildings and a secondary school designed for 960 pupils have been completed. It is expected that first apartments of the complex will be presented to their potential owners in summer of the following year. The whole complex itself will be commissioned fully in 2019.
Over 20 companies are participating in the construction of the Yasamal Residential Complex, and, in general, some 3 thousand people have been involved in the construction works. With a view to starting the preparation works for sales of concessionary apartments in accordance with the “Rules of acquiring by citizens concessionary apartments being at the disposal of the State Agency for Housing Construction under the President of the Republic of Azerbaijan”, a webpage containing detailed information about the Yasamal Residential Complex, the first project of the Agency, has been commissioned. On www.yasamal.mida.az webpage, necessary information may be obtained and answers found to questions that may arise in connection with the complex. Those entering the webpage will be able to familiarize themselves with the general layout of the Yasamal Residential Complex, each building, areas of the apartments on interior and exterior perimeters, number of rooms, and samples of the interior. Using this webpage, detailed information may be obtained about the design characteristics of the complex, conditions created to ensure dwellers’ comfort, the transport infrastructure, as well as the construction materials used in the construction and finishing works. The webpage contains also information regarding the people who are eligible to acquire a concessionary apartment, the rules of applying by such people, possible methods of payment, the banks cooperating with this entity, etc. On May 30 this year, registration of applications being submitted by citizens eligible to acquire a concessionary apartment in the “Concessionary apartment” system - created on the “Electronic Government” portal - started. Using this system, over 7500 citizens’ rights to acquire an apartment have been confirmed. Now, citizens submit required documents through Internet, using an electronic signature, without losing additional time. Employees of the Agency are also working at “ASAN Service” centres. Soon another sales module of the “Concessionary apartment” system will be commissioned by the Agency, whereby citizens will be provided with the possibility to familiarize themselves, in a virtual mode, with each building of the whole residential complex, the interiors of the apartments put to sale, and to make a choice. The Agency, being guided by the targets set by “The Strategic Roadmap on Improving Provision with Concessionary Apartments in the Republic of Azerbaijan”, with a view to minimizing dependence on the state budget, has managed to establish fruitful cooperation with private investment companies.
To be developed on the territory of Surakhany district, near Hovsan settlement, the Hovsan Residential Complex will be located in Baku’s rapidly developing eastern part, at 2 km -distance from the Caspian Sea shore, in a space with very comfortable for living and resting conditions. There is a vast greenery zone with pine and olive trees in the western part of the 20 km-area of the complex. The plans providing for active continuation of the greenery planting process on the area shall ensure that future residents of the Hovsan Residential Complex live in an environmentally clean and healthy conditions. The village will be comprised of 11 apartment buildings. Seven of them will be seven-storied, with eighteen entrances, with the remaining four to be ten-storied, with one entrance. In total, these buildings will accommodate 3002 apartments: 280 one-room, 1481 two-room, 940 three-room, and 301 four-room apartments. Area of the one-room apartments will be 32 to 35 square metres, two-room apartments 51 to 54 square metres, three-room apartments 64 to 68 square metres, and four-room apartments to be 79 to 86 square metres. All the apartments will be offered to citizens in completely finished condition, provided with kitchen furniture.
Along with apartment buildings, all necessary conditions for peoples’ comfortable residence will be ensured within the complex, and creation of backyards, laying out greenery zones, construction of child playgrounds and social infrastructure objects will be carried out within the complex. Construction of two kindergartens, each to be designed for 260 children, of a secondary school for 1920 pupils, a trade centre and a hospital on the territory is provided under the project. Moreover, creation of a relevant transport infrastructure and its integration into the city’s public transport system is planned.
