President Ilham Aliyev and First Lady Mehriban Aliyeva are on a visit to Guba district

The 92-km motor road starting from the 45^th kilometre of the Baku-Guba-State border with the Russian Federation, H.Z.Taghiyev settlement, has been constructed in accordance with 1B technical category.

On October 11, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva, within their visit to Guba district, became familiarized with the progress of the works on the motor road.

To be four-lane, the road’s design includes 4 lots, with the constructions works currently being carried out on the 1^st. Works on removing the concrete cover of the road and building the road bed are performed currently. Asphalt laying works in the 0 to 7 km section of the project on the 1^st lot have been completed.

In accordance with the construction project of the new road, entrance and exit roads will be built from main settlements and district centres to the main road. With a view to mitigating the road’s negative impact on the environment, including fauna, provision has been made for building under-road passages for animals, and installation of noise reduction facilities. After 92 kilometres, the new road would be linked with the 60-kilometre road stretching from Gandov village of Shabran district to the border with the Russian Federation, whereby, the new motor road would stretch for 152 kilometres. Construction of the toll road would stimulate development of tourism in the region, along with improving transport services, and, playing the main role in transporting goods and passengers on the North-South International transport corridor, contribute to more broadly attracting goods meeting the republic’s economic interests, including transit goods, increasing load volume and, correspondingly, profit, advancing the country’s transport infrastructure, creating new jobs, and solving a number of social problems.

On October 11, President Ilham Aliyev and First Lady Mehriban Aliyeva became familiarized with the activities of the Fruit and Tea-growing Research Institute in Guba under the Agriculture Ministry, after its basic renovation.

The Head of the State and his spouse took interest in the conditions created in the institute’s building.

The Fruit and Tea-growing Research Institute started its activities in 1926, and since 1964, it is located in Zardabi settlement of Guba district. An agro-ecology and analysis laboratory dealing with the analysis of earth, plant and water, and a laboratory for multiplying plants using microclonal method have been created in the institute, provided with state-of-the-art equipment. A special greenhouse-sapling growing complex has been constructed with a view to growing and adapting the plant types obtained in laboratories.

35 jobs have been created in new areas opened in the Fruit and Tea Growing Institute. Here are located the Lankaran tea-growing branch in a 73-hectare area, Absheron experimental station in 19 hectares, as well as the Gabala support station in 50 hectares and Goychay support station in 97 hectares. Moreover, the Zagatala support station, Zardabi Scientific Experiment Station and Guba Secondary Experiment Farm too are under the institute.

Experimental bases have mainly been established in the 50s of the last year. The land plot being in their use is 662 hectares, of which 557 hectares are areas useful for cropping. With primary duties being to collect and store the plant gene-pool and use in selection, generating more productive new fruit types, developing new plant-growing methods, and providing scientific and technical support for farmers, the institute’s 50 hectare-territory has been used to plant modern and productive fruit trees in 2017 and 2018.

President Ilham Aliyev was given information about the “Smart orchard project”, with main goal being strengthening the export potential, sustainable development of fruit-growing, production of quality harvest, and supporting formation of innovative farmers. He also talked about the project “AgroUber”, of which goal is to create a single register of qualified machine-operators, a single communication system to coordinate farmers and machine-operators, measuring machine-operators’ level of professionalism and other qualities, and studying their location on the country.

While providing the Head of the State with information about the newly established State Agrarian Commercial Company, it was noted that so far, requests of over 300 farmers were considered. Over 300 thousand kilogram of harvest received from them have been taken to sale points. Recently, a memorandum has been signed to sell the harvest of 15 farmers in Jojug Marjanly.

The President of Azerbaijan was given information about the project “From city to village”. Implementation of the project will contribute to solution of the issues associated with direct access of farmers to sales markets, and city residents would have a chance to purchase agricultural products in innovative ways, and at suitable prices. As a component part of the project, the Agrarian Exchange will be established, whereby both the sellers and buyers of agricultural products will be united in a single platform, and a price-information basis for agricultural products will be created.

On October 11, President Ilham Aliyev and First Lady Mehriban Aliyeva paid a visit to the monument erected to national leader Heydar Aliyev in the centre of Guba town, and put flowers before it.

The President was informed of the improvement works carried out around the monument and, in general, the projects being implemented in the district.

On October 11, President Ilham Aliyev and First Lady Mehriban Aliyeva attended the inauguration of the Guba District Central Hospital.

The Head of the State was informed of the conditions created in the health institution. It was noted that the Guba District Central Hospital was put into operation in 1964, and due to lack of any repair works for long years, the building had fallen into disrepair. Construction works for the 230-bed hospital started in 2015 and were completed in September this year. The hospital building has been provided with state-of-the-art medical equipment. Accommodating surgery, therapy, child diseases, neurology, gynaecology, and traumatology departments, this healthcare institution boasts such sections as ENT, infectious diseases, radio diagnostics, resuscitation, reception, laboratory and emergency, and a Perinatal Centre. Along with the main building, additional buildings have been constructed on the territory for the Guba district department of the Forensic Medical Examination and Human Pathology Union, and other secondary buildings.

Then, the President met with the staff of the healthcare institution.

On October 11, the nursery-kindergarten “Gunesh”, designed for 100 children, was inaugurated in Guba town.

While becoming familiarized with the conditions created in the kindergarten, the Head of the State was informed that its construction started last year, with construction works being completed in September this year. With total area of 1439 square metres, the building is two-storied. Accommodating sleeping, dining and rest rooms, the kindergarten has also a music room and a sports hall. All necessary conditions have been created here in order for children to be educated and master necessary knowledge. All the rooms have been provided with necessary equipment. A staff of 25 people is expected to be employed at the nursery-kindergarten on a permanent basis.

A playground has been created in the kindergarten’s backyard, and various amusement facilities and sports tools installed. Wide improvement works have been carried out in the surrounding area, and the facades of building painted.

On October 11, inauguration of the “ABAD Factory” Production Complex of the ABAD (Easy Support for Family Business) Public Legal Entity, under the State Agency for Serving Citizens and Social Innovations, took place.

President Ilham Aliyev and First Lady Mehriban Aliyeva attended the inauguration.

According to the information provided, the building where “Guba ABAD Factory” Production Complex is located was commissioned into operation in 1956 as a Culture House and, as a result of the long years of exploitation, had fallen into disrepair. Basic repair and restoration works have been carried out in the two-storied building and provided with state-of-the-art equipment by “ABAD” Public Legal Entity, with the support of Pasha Holding. 5 sections will function in the complex to produce 140 kilogram of dried fruit at a time, 110 kilogram confectionery and 1200 jars of compote an hour, daily milk production of one thousand litre, and 600 kilogram of meat. In each production division of the complex, an “ABAD” family comprising up to 30 citizens will be employed on the principle of shift labour. Whereby, some 30 people would be provided with jobs as employees of “ABAD” Public Legal Entity. Moreover, it is expected that new ABAD people would join the process to supply the production process with raw products, which will ensure, in general, 70 to 80 households residing in the region to have a job and receive additional income.

The “Food Truck Park” has been created before “Guba ABAD Factory” within the framework of the project “ABAD Gastro Village”, being implemented by “ABAD” Public Legal Entity, supported by Pasha Holding. Offering, on a permanent basis, new and attractive public catering services is necessary in order to maintain the development tendencies being observed in the tourism sector in the country. From this standpoint, the fact that ”ABAD Gastro Village” project, performed with the use of wheeled trailers, has been operating in various districts of the country, especially in northern districts, and looking attractive in terms of design, gives every ground to say that this project would be successful. With the exclusion of travelling displacements, permanent place of location of ”ABAD Gastro Village” complex is the “Food Truck Park” arranged before Guba “ABAD Factory”. Making and sale of doner, burger, sweets and pizzas is intended to be organized here.

In general, 90 to 100 people would be employed in “Guba ABAD Factory” and “ABAD Gastro Village” complexes.

On October 11, the agricultural goods production factory of “GubaEcoAgrar” LTD was put into operation.

President Ilham Aliyev and First Lady Mehriban Aliyeva attended the factory’s inauguration.

First, the Head of the State was given information about the enterprises established in the Guba-Khachmaz Economic District with financial support of the Entrepreneurship Development Foundation under the Ministry of Economy, and their extended activities.

Then, the President started the factory.

The agricultural goods production factory of “GubaEcoAgrar” LTD has the capacity to produce 4 tons of nut and 2 tons of dried fruits a day. Production lines for drying fruits, frying and packing nut, and making apple chips have been installed in the factory.

The goods produced are expected to be taken to foreign markets under the brand “Made in Azerbaijan”, in particular to Russia and Arab countries, along with being sold in the domestic market.

On October 11, President Ilham Aliyev and First Lady Mehriban Aliyeva became familiarized with the conditions created in the Youth Park laid out in Guba town.

The Head of the State was given information about the works carried out in the park.

It was informed that the park’s construction started in February this year. With total area of 0.66 hectare, the territory is comprised of 4 sections. A section for the elderly, a sports zone, and corners for children and youth have been created here. Moreover, a 300-squere metre restaurant too will be functioning in the Youth Park. Pavilions have been installed in the park, attractions built for children to spend their time efficiently, various decorative trees and shrubs planted, and an illumination was system installed here. In short, all conditions have been created here for the recreation of the residents and guests of Guba.
